One of the most common problems with .jnlp files is a plain text display of the JNLP file.

First, if your JNLP file shows up as plain text, it’s highly likely that your Web server does not have the appropriate MIME type set up for .jnlp files. You must configure the Web server properly for handling the .jnlp file types or you will continue to have this problem.
No cache directives from Web or proxy servers are responsible for URL loading issues. If you’ve recently upgraded to Tomcat-based servers, if you have a full cache, or if you have turned off caching in Windows Explorer, you may get these problems. Another possibility, and the most common reason, involves Java Web Start Proxy settings. You can change these settings by going into the Java Application Cache Viewer. From here, find the Edit menu and select Preferences. Next, click Network settings. Choose Use proxy server and enter the name of the proxy server as well as the port number which is usually 8080.
